Preamble And Acceptance
By accessing or using the Peoria Language and Cultural Education Portal at peewaalia.com or the connected course website at leepwaaminta.peewaalia.com (together, the “Portal”), you agree to these Terms of Use and to comply with all applicable Peoria Tribe policies, including any Copyright Notice, Registration or Course Enrollment Notices, and any Privacy or Language and Cultural Property Protection policies adopted by the Peoria Tribe of Indians of Oklahoma. Use of Portal materials and content is also subject to the Peoria Language and Cultural Content Copyright Notice.
If you do not agree to these Terms of Use, you must not access or use the Portal.
1. Sovereignty and ownership
1.1 The Portal is a sovereign Peoria Tribe digital space. It is provided and governed by the Peoria Tribe of Indians of Oklahoma in the exercise of the Tribe’s inherent sovereignty, constitutional authority, and governmental powers.
1.2 All Peoria language materials, cultural materials, educational resources, and related content on the Portal are Protected Materials owned by, or held under the stewardship authority of, the Peoria Tribe unless a written agreement states otherwise. Access does not transfer ownership, copyright, traditional knowledge rights, or any other legal or equitable interest to you.
1.3 In these Terms, “Peoria language” and “Peoria culture” are used as cover terms for the heritage Indigenous languages, dialects, and cultural lifeways of the people who historically and now are part of the Peoria Tribe of Indians of Oklahoma. These languages, dialects, and cultural traditions include, but are not limited to, those associated with the Tribes of the Illinois Confederation (Illinois Nation), and with the Peoria, Kaskaskia, Piankeshaw, and Wea Tribes. Peoria language and Peoria culture are inseparably intertwined, and both are protected together as part of the living heritage of the Peoria Tribe.
1.4 These Terms of Use are adopted under the inherent sovereign authority and applicable laws of the Peoria Tribe of Indians of Oklahoma and are intended to operate, where relevant, in a manner consistent with any applicable laws of the United States.
2. Who may use the Portal
2.1 The main Portal at peewaalia.com is intended for Peoria citizens and members of their households, key tribal staff, authorized contractors and vendors, and other expressly authorized users.
2.2 The course website at leepwaaminta.peewaalia.com is used to offer in-person and online Peoria language classes, courses, and workshops for Peoria citizens, members of their households when they register, and Peoria Tribe staff, with Peoria citizens receiving enrollment priority when class size is limited. The course site may serve multi-generational learners, including youth, under course procedures and with appropriate adult consent where required.
2.3 Where course access or enrollment is limited to Peoria citizens, and members of their households, the Peoria Tribe Enrollment Department will verify Peoria citizenship using the Tribe’s official enrollment records and verification procedures. Access or enrollment that depends on citizenship is not fully approved until verification is completed.
2.4 Peewaalia.com the main Portal is made available by the Peoria Tribe for general educational outreach. Public visitors may read, view, and engage with those materials for limited personal, informational, and noncommercial learning purposes only. Public availability does not mean that content is unprotected, unrestricted, or available for copying, redistribution, republication, bulk download, scraping, data-mining, training or feeding artificial intelligence or machine-learning systems, commercial use, or any other reuse beyond what is expressly permitted by these Terms of Use, the Copyright Notice, applicable law, and any cultural protocol or notice attached to the material. Visitors are asked to approach all materials with respect and to seek written permission from the Peoria Tribe before any use beyond personal learning and lawful fair-use quotation.
3. Accounts, age, and credential security
3.1 Each Peoria citizen is allowed only one user account for the course website at leepwaaminta.peewaalia.com upon course enrollment. No person may create, request, or maintain multiple accounts for the same site in order to obtain additional access, seats, or privileges.
3.2 Access that is limited to Peoria citizens and members of their households for course enrollment on the student course website leepwaaminta.peewaalia.com will be verified through the Peoria Tribe Enrollment Department in accordance with tribal procedures and policies. By selecting “Peoria citizen” during course enrollment, you agree that your information may be checked against tribal enrollment records, and access will not be finalized until citizenship is confirmed.
3.3 The course website at leepwaaminta.peewaalia.com may include multi-generational learners, including youth, under course procedures established by the Peoria Tribe. For youth and other learners under 18, enrollment and participation are administered under course procedures, and a parent, guardian, or other eligible adult is responsible for accepting any required consents, permissions, and agreements on their behalf when applicable.
3.5 Peoria citizens, citizen household members, and Peoria Tribe staff must keep their usernames, passwords, and other login credentials confidential. Accounts are issued to one person and are not meant to be shared. You must not share your credentials or allow any other person to log in using your account.
3.6 Limited exceptions to the one-account rule may be granted for program, teaching, or test accounts where necessary for language and cultural program work, program administration, teaching or instruction, testing, maintenance, security, or development. Such accounts may be issued to the Peoria Tribe Cultural Preservation Department Director, Peoria Language Specialist, language instructors, language and cultural liaison, and designated technical personnel when needed to carry out their official duties and must be documented and tracked by the Cultural Preservation Director or Cultural Preservation Department staff members formally designated in writing by the Director.
4. Permitted uses
4.1 Peoria Citizens may use Protected Materials for personal and family learning, Peoria citizen community language and cultural revitalization, participation in Peoria tribal educational activities, or other purposes expressly approved by the Peoria Tribe.
4.2 Peoria citizens’ household member participants and Peoria Tribe staff enrolled in courses, classes, and workshops may use class materials only within the scope of their approved course, class, or workshop participation and in a family and household learning context and are bound by the same restrictions on copying, sharing, and reuse that apply to the associated course, class, and workshop enrollment.
4.3 Peoria Tribe staff may use Protected Materials only for legitimate Peoria Tribe work purposes within the scope of their duties. Contractors and vendors may use Protected Materials only as strictly necessary to perform an approved service for the Peoria Tribe and only under written terms approved by the Tribe.
5. Prohibited uses
Without limiting other restrictions in these Terms of Use you must not:
5.1 Share your username, password, or account access with any other person, or allow another person to use your account.
5.2 Create or use more than one account without express Peoria Tribe approval.
5.3 Copy, download in bulk, redistribute, repost, or publish Protected Materials or any Peoria Tribe language and cultural materials and content outside approved Peoria Tribe use.
5.4 Upload Protected Materials to social media, private or public websites, private or public dashboards, apps, or databases, outside archives, AI systems, or machine-learning datasets without the Peoria Tribe’s express written authorization.
5.5 Use any tools, methods, or processes – including but not limited to automated tools (such as bots, crawlers, scrapers, bulk downloaders, data‑mining or scavenging tools, or similar technologies), software applications, scripts, plug‑ins, browser extensions, AI or machine‑learning systems, or manual copying or transcription – to access, harvest, collect, record, copy, download, extract, or compile Portal or course materials, language or cultural content, text, audio, video, images, metadata, or other data, in whole or in part, for use outside of the Portal or beyond the scope of your authorized access, without the Peoria Tribe’s express written authorization.
5.6 Use any Portal or course materials, recordings, text, audio, video, images, metadata, or data to train, feed, fine-tune, or otherwise support artificial intelligence, machine-learning, or other automated systems, or to create datasets for those systems, without the Peoria Tribe’s express written authorization.
5.7 Combine or match Portal or course data with other datasets in a way that profiles or identifies Peoria citizens, households, staff, or community information without the Peoria Tribe’s express written authorization.
5.8 Use Protected Materials or any Peoria Tribe language and cultural materials and content for commercial purposes, media production, outside teaching, grant work, academic publication, or research without prior written approval by the Peoria Tribe Business Committee.
5.9 Remove or alter watermarks, protocol notices, Traditional Knowledge (TK) labels, metadata, attribution, or other access-control notices attached to materials.
5.10 Access materials beyond your authorized role or attempt to bypass technical or role-based restrictions.
6. Privacy and data governance
User account information, verification records, access logs, educational participation data, and related digital information will be governed according to Peoria Tribe policy, vendor contracts, and Indigenous Data Sovereignty principles recognizing the Tribe’s authority to govern the collection, ownership, and application of its own data.
The Peoria Tribe may determine where Portal data are stored, which vendors may process them, and what contractual, security, and confidentiality terms apply to those vendors.
7. Enforcement and termination
Any violation of these Terms of Use may result in denial of registration, suspension or termination of access, removal from classes, removal of content, referral to the appropriate Peoria Tribe office or authority, contractual remedies, or other action authorized by Peoria Tribe law or policy.
The Peoria Tribe reserves all rights necessary to protect its sovereign interests, citizens, language, cultural heritage, cultural knowledge, archives, educational resources, and digital systems. Enforcement decisions will be made by the Peoria Tribe Business Committee.
8. Changes to Terms
The Peoria Tribe may update these Terms of Use from time to time to reflect changes in Portal operations, Peoria Tribe policies, technology, or applicable law. Changes to these Terms will be posted on the Portal or communicated through other appropriate means. Continued use of the Portal after notice of changes constitutes acceptance of the updated Terms to the extent allowed by Peoria Tribe law and policy. All updates to these Terms remain governed by the inherent sovereign authority and applicable laws of the Peoria Tribe of Indians of Oklahoma and, where relevant, by any applicable laws of the United States.
